Sometimes I dig them up, and it says to follow the arrows to find the treasure, but I can never find the treasure, and there is only one arrow, so not sure why it says "arrows."

You can use torches or blocks to block off more levels than you need. Edit: if you don't already know, it is VERY IMPORTANT that you enchant books and not the bow.
