The rules state that PUCO commissioners -- there are five of them, serving rotating five-year terms -- cannot be employed by a public utility or have a financial interest in a public utility.
The PUCO, responding to consumer complaints, began an investigation in 2015, leading to a ruling that it has jurisdiction to regulate submeter companies.
