Microsoft has changed the PC performance rating tool Windows Experience Index for Windows 7 to better measure faster graphic cards, multi-core processors and drives.

I mean, if the machine is top-of-the-line, but the index shows a 1, is it going to prevent you from running high-end software, or DX10 games? If not, who cares what the experience thing says?
