The birch trees in this photo appear to have been infested with bronze birch borer, as indicated by the dead upper branches where larvae have disrupted the flow of water and nutrients.

I never like to have trees cut down unless it is necessary. Some deciding factors are obvious, such as storm or equipmen damage. Or, maybe they have grown too close to your home or other buildings.
