Trouble is my dog is very nervous and although she is very small if she growls because she is frightened I am worried that they will attack her. Is there not a law about them being on a lead!

Check out yellow dog uk Generally a growl is a warning to others to back off and your dog is perfectly within her rights to give this response to a rude intruder. It is very unusual for a dog that is off lead to respond aggressively in that situation.
