It depends how old your kids are or what your goals are or if you attend a special exhibit or watch a movie in addition to seeing the general collection. Whew!! Those are a lot of conditions!! I’d say 2 hours or so. Balboa Park has so many fun things to see, beautiful places ro walk, other kid-base museums as well as more adult art galleries... you can spend a long day at the park or a short one. I’d just recommend coming as early as possible for parking purposes.

Yes. Plus you can get there by the San Diego Trolley tour shuttle, which has various pick-ups throughout the city.
